So my internet is often down, can IDX be used locally, off-line or should I find another develop environment, ie IDX is not suitable for me?

Well since idx runs on the cloud you always need to be connected to the Internet.

It might be worth exploring if there are any existing feature requests or discussions about offline capabilities.
